DEWA is an abbreviation for Dubai Electricity and Water Authority. It was established in 1992 by Maktoum bin Rashid Al Maktoum, the ruler of Dubai at the time, after the union of the water and electricity departments, where each department was working on its own.

The purpose of its establishment was

There are many types of approvals in the Dubai Electricity and Water Authority that project owners must deal with together.

What are DEWA approval services?

The two main categories that DEWA divides its services based on are consumer services and builder services.

Consumer services

DEWA’s consumer services include managing electricity and water connections, like activating, deactivating, and transferring them when moving in or out of premises, as well as setting up temporary electricity supply for tents during events. 

Customers can also pay bills, request refunds for overpaid amounts, and obtain clearance certificates to settle outstanding bills. 

For those with electric vehicles, DEWA offers account and green charger card management and a network of EV charging stations. Additionally, there are services for verifying electricity or water consumption to address unusual usage patterns and a Smart Response service for quick assistance with network issues or technical faults.

1. Electricity & Water Management Services

  • Activation of Electricity/Water (Move-in)

When you move to a new place, you activate electricity and water by applying for this service.

The required documents 

Prior to submission, you need to make sure you have all the required documents: a valid Ejari certificate for tenants while owners submit their title deed or sales purchase agreement.

If you’re a citizen from a Gulf Cooperation Council (GCC) country or an investor, you’ll need to show either your passport image or Emirates ID number. 

For businesses or industrial setups that aren’t registered with the Department of Economic Development, a valid trade license is also required. 

There’s a security deposit too—around AED 2,000 if you’re moving into an apartment or AED 4,000 for a villa—plus a small activation fee. 

The good news is that you can handle all of this online through DEWA’s website or mobile app, and once everything’s submitted and verified, you’ll usually have your electricity and water switched on within about 15 working hours.

Here is a quick revision for the required documents: 

1- Valid Ejari Number (for tenants).

2- Valid tenancy contract for free zone customers.

3- Title Deed/Sales Purchase Agreement (for owners).

4- Passport Image/Emirates ID No. (for GCC Nationals/Investors).

5- Trade License for customers not registered with the Department of Economic Development (for commercial and industrial customers).

  • Deactivation of Electricity/Water (Move-out)

This service deactivates electricity and water from the premises.

To apply for this service, you only need the move-out date and time, mobile number, email ID and payment of dues only if they require it.

The required documents:

1- Move Out date and time

2- Mobile number

3- Email ID

4- Payment of dues (if required)

If you changed you number or your email address it is important to update them on DEWA website.

  • Transfer of Electricity/Water (Move-to)

If you want to move from one place to another and change the electricity and water connections, then apply for this service.

The required documents:

1- Contract account number for your existing premises from which you are planning to move out.

2- Move Out date.

3- Move in premise number.

4- Valid Ejari number for Move-in premise.

5- Valid tenancy contract for free zone customers.

6- Trade License for other than Department of Economic Development Customer.

7- Title deed for new premises (for owners).

8- Passport Image/Emirates ID No. for GCC Nationals/Investors.

  • Getting Electricity Supply for Tents

Getting electricity supply for tents is a service that provides temporary electricity for UAE nationals, usually for events like mourning or weddings. 

The required documents:

To apply, you’ll need to provide a few key details: your customer account and information (or that of an authorized person), the number of days you’ll need the supply, the contractor’s contact information, and the load details needed for the event. 

You’ll also need to share the exact location of the service. 

For mourning events, don’t worry—your tent contractor will handle all of these steps directly for you, making the process as smooth as possible.

5- Service Provided Location.

For Mourning:

All above steps will be handled by service provider (Tent contractor)

  • Attending Technical Notifications—Electricity/Water (Smart Response)

Smart Response service is for anyone who faces a technical problem with their electricity and water, like a failure in the network.

It is helpful for people who depend on life-support equipment or have disabilities.

The requirements for this service are only the location of the customer, their account, and the type of incident they are facing.

2. Billing Services

  • Bill Payment

Customers pay their bills through different channels by enabling this service.

The requirements are the contract account number that the customer wants to pay for and the reference number for multiple accounts payments.

1- Providing Contract Account Number that the customer wants to pay for

2- Providing reference No. for multiple accounts payments at CDM machines

  • Refund

If the customer accidentally overpaid a bill, this service helps them to receive a refund of that money through the online channels or in person.

In order to get this service, DEWA first will ensure the customer’s identity by requesting mobile number, email ID and availability of the credit amount in the account.

1- Mobile number

If you move out from your place, you get a refund for the security deposit.

  • Clearance Certificate

This is a request to issue a certificate based on the customer’s request to clear all the outstanding bills related to the premises.

The required documents are

1- Passport copy or Emirates ID for individuals.

2- Trade License, for companies only.

3- Account Number.

4- Outstanding dues/final bill amount settled.

3. Sustainability & Consumption Management Services

  • EV Account & Charging Card Management

Electric vehicle users use this service to:

  1. Create a new Electrical Vehicle (EV) account with DEWA.
  2. Issue an electric vehicle (EV) green charger card.
  3. Replace the lost/damaged Electrical Vehicle (EV) Green Charger Card.
  4. Deactivate the electrical vehicle (EV) account with DEWA.

The green charger card enables EV customers to access DEWA’s public EV charging stations (green chargers) across Dubai.

To register for this service Log in with username and password through the DEWA website.

There are no documents required if your EV is registered within Dubai.

For vehicles registered outside Dubai:

1- Individual: Emirates ID number (or passport copy for GCC/investors) and vehicle license.

2- Business: Company trade license and vehicle license 

3- Government/Semi Government: Vehicle license.

  • EV Charging service

EV drivers can charge their electric vehicles by scanning the QR code placed on DEWA Green Charger stations available across Dubai using this service.

  • Consumption Verification – Electricity/Water

Customers use this service when they notice an unexpected increase or decrease in electricity or water consumption.

Builder services

In addition to the customer services, DEWA provides services for builders (contractors, consultants, and developers) to help them  get the necessary approvals for their projects. They include NOC services like building NOCs, demolition permits, and infrastructure project NOCs, ensuring compliance and safety. 

Additionally, Electricity Network Services and Water Network Services provide support for new connections, modifications, and solar permits to meet project demands and ensure smooth utility integration.

What are the legal issues when DEWA approval is not obtained?
